“The involvement of Armenian community of Nagorno Karabakh in the negotiations is possible only after a document is signed between Azerbaijan and Armenia.
After that, it is possible to start negotiations on the condition of the Armenian community, the return of internally displaced persons (IDP and rehabilitation work,†said Novruz Mammadov, head of the international relations department of the President’s Executive Office of Azerbaijan.
He noted that Azeri lands were occupied by Armenian Armed Forces and Nagorno Karabakh’s Armenians didn’t have such strength.
“Armenia should withdraw from the occupied lands and shouldn’t interfere in Azerbaijan’s interior affairs. After that, Azerbaijan may conduct certain negotiations with Armenian community in its territory,†he underlined.apa
