EU tests its new system at the Brussels Summit

The European Union leaders gathered in Brussels on December 10 as they strive to reconstruct the bloc’s future with the Lisbon Treaty effective as of December 1.

The Lisbon Treaty vests the EU President with more power and EU President-elect Herman van Rompuy will chair the European Council as of January 1, 2010. The bloc, thus, tests its new institutional structure which is expected to accelerate the decision-making.

The leaders primarily handle the climate change issue from an aspect of the bloc’s contribution to the Conference held in Copenhagen, and recovery period after the economic downturn.

The EU has already vowed to cut harmful carbon dioxide emissions by 20 percent by 2020. The leaders are due to discuss the call from some countries for financing to help developing countries to tackle global warming.

The EU’s financial aid for the poor countries is another topic at the Summit, which seems to raise tensions.

The member countries are also to discuss the economic recovery figures. The EU is concerned about these figures as they were much lower than the expected. Especially the Greek economy gives alarm. German Chancellor Angela Merkel had called for solidarity with Greece over its debts.

Meanwhile, French President Nicolas Sarkozy and British Prime Minister Gordon Brown held a bipartite meeting on the sidelines of the Brussels meeting and united forces at the Summit on taxing bankers’ bonuses.

The issue of enlargement had already been taken up at the Foreign Ministers’ meeting held ahead of the Summit.

The EU Foreign Ministers postponed a decision regarding Turkey’s commitment to open harbors and airports to the Greek Cypriot Administration in line with the Ankara Treaty’s Additional Protocol to the 2010 Progress Report.trt
